How can Europe achieve its 20-20-20 targets?

Europe has set ambituous targets to reduce its CO2 emissions by 20%, to reduce primary energy use by 20%, and to increase its share of renewable energies by 20%.  

To achieve this, the European Commissio is developing many policy initiatives as well as legislation.
A major regulatory measure is the Directive on Renewable Energy which sets an ambituous framework for Europe to help achieve the 20-20-20 targets.  

The deadline for implementation for the Member States was December 2010. The Directive also requires the Member States to submit annual National Renewable Energy Action Plans (NREAPs), so that their efforts can be efficiently monitored.

One important way to achieve the 20-20-20 targets is to ensure a diversified mix of renewable energies. Heat pumps are part of this and have been acknowledged as a renewable energy technology in the RES Directive.
